Watch-Keeping Mate

Transport Canada is planning to make changes to the current Marine Certification Regulations and the Crewing Regulations, under the authority of the Canada Shipping Act 2001 - Part 111, Personnel.

THE PROPOSED CHANGES TO THE TRANSPORT CANADA REGULATIONS ARE EXPECTED TO COME INTO EFFECT IN EITHER 2005 OR 2006. SEA-SERVICE CHANGES WILL COME INTO EFFECT AT THAT TIME.

THE PROPOSAL STATES CERTIFICATES ISSUED PRIOR TO THE PROPOSED CHANGES WILL BE EXCHANGED FOR THE NEW CERTIFICATE WITHOUT UPGRADE.

Transport Canada will be changing the regulations making it harder to sit for the Watch-Keeping Mates certificate (Restricted) and people wanting to get this ticket should do so now.

The main changes to the current regulations will see:

  • a significant reduction in the types of certificates issued;
  • the tonnage of the vessel for which the certificate will be valid will be increased;
  • the prerequisite seagoing service in many cases will be increased;
  • the size of vessel on which the sea service must be served will be increase;
  • there will be additional course material required to complete the certification.
What Changes are Proposed

The Watch-Keeping Mate & Watch-Keeping Mate (Restricted) certificates currently requires the mariner to have completed 24 months of sea service on a vessel of not less than 25 tonnes gross (5 tonnes gross for WKM (R)

Maritime Education Associates will be offering a series of courses for mariners wishing to complete a Watch-Keeping Mates/ Fishing Master 2 combination certificate course, with a view to completing the current Master 350 tonne certificate shortly thereafter.

Modules to be offered may be taken at any time and will be valid for 60 months from completion.

The Stability and Meteorology requirements of the Watch-Keeping certificate are exceeded by the Stability 110 and Meteorology 073 modules which will be taught.

The only additional requirement will be that a Transport Canada oral examination, 160 General Seamanship will be required for each certificate applied for.
